社 運電 影 節進入 第十七屆 ， 遇 上 香港 前所未有 的 起義 。
地球 在 最近 十 多 年 ， 從佔領 華爾 街 到 雨 傘運動 的 「 廣 場佔領 運動 」 ， 到黃 背心 與反 送 中等 「 無名者 運動 」 ， 世界各地 不 約而 同 出現一波波群眾 起義 。 罷工 （ 第十一
屆） 、 罷課 （ 第十五 屆 ） 、 佔路 （ 第三 屆 ） 、 佔廠 （ 第十二 屆 ） 、 佔超巿 （ 第十五 屆 ） 、 組成 游 擊隊 （ 第十四 屆 ） 。 能 想像 的 ， 不 能 想像 的 ， 都 做出 來了 。
過去 幾個 月來 ， 一方面 香港人 花 了 一些 功夫 請求 外國 政治 領袖 支援 香港 ， 另一方面 來自 各地 民間 的 聲援 不絕 。 比如 法 國第 40 次 黃背心 遊行 就 以 「 支持 香港 民主 ，
撐起雨傘 」 （ ACTE 40 Soutien à la démocratie à Hongkong
#SortezLesParapluies ） 為主題 。 身處 他方 的 抗爭者對 我 們聲 援 ， 令 我 們備 受 鼓舞 ， 但 所謂 跨越 地域 的 團結 是否 僅止 於此 ？ 特別想提的是 ，
來自菲律賓 工運 朋友 的 訊息當 中 有 一 句 ： 「 香港 群眾 的 訴求 就 是 我 們的訴求 」 。 他們 身 在 行 動者與 人民 頻頻 被 警察 殺害 的 國家 ， 也 如此 聲援 香港 這個 大力 剝削 菲 律
賓移 工 的 城市 反抗 暴政 ， 這種 程度 的 「 不割蓆 」 是 怎樣 的 概念 ？
把 人 分隔 的 不 只 距離 和 國界 ，還 有 能力 、 膚色 、 身體 、 種族 、 性 ／別 、 階級 …… 數之不盡 。 但 我 們之間 的 分野 ， 其 實沒 有 那 麼堅 固 ， 一場反 送 中 運動 ， 邊界 更 顯得
模糊 了 。
這邊廂 ， 銀髮族 、 師奶 、 聾人 、 盲人 、 南亞 裔人 ， 一個個過 去 不被 認為 是 「 抗 爭者 」 甚至 「 香港人 」 的 人 ， 各自 跨越 重重 障礙 ， 在 這場 運動 裡齊 上 抗爭 場域 ， 找尋
自己 的 位置 。
那 邊廂 ， 有 義士 流亡 陌生 的 異鄉 ， 面對 和 難民 或 移 民工 一樣的處境 ： 不熟悉 的 社會 ， 前 路 茫茫 ， 受盡 身份 甚至 語言 限制 ， 連普通 的 揾工賺 錢維 持 生活 都 變得極 困難
。 有手 足 在 抗爭裡 遭遇 警暴 、 黑社會 的 暴力 恐嚇 ， 失去 視力 或 行動 能力 、 身心 受創 ， 身 體變 得 不再 一樣 ， 一下子 成為 「 傷殘者 」 ， 而 我們 的 社會 每天 都為 「 傷 殘�
」 製造 生活 障礙 。 我哋 ／ 佢哋 ， 其實 一早 已 不 能 這樣 割裂 了 。
有手 足 因 政見 差 異而 遭 暗算 報復與 解僱 者 ， 一下子 失去 維生 基礎 。 有 義士 被捕 後面對 失學 失去 自己 曾 熟悉 的 生活 狀態 ， 行將 或現 已 在 囚 者 ， 未來 或 前途 都 已 被 永�
改變 。
為了 接住 讓人心 痛 的 義士 手足 ， 除了 找 門路 捐錢 ， 在 網絡 上 轉傳 他 們慘 困 的 消息 ， 我 們還 可以 做 什麼 ？ 社會 架構 要 有 怎樣 的 改變 ， 我們 才 能 接 得 住 落入 這些 景 況的
手足 ， 接 得 住 不 知道 哪 一 天 會落入 同 樣景況 的 自己 ？ 如果 我 們說 「 核爆 都 不 割蓆 」 ， 當世界 和 命運 把 他 們割開 去 ， 我 們要 如何 重新 縫合 蓆子 ， 不 讓他們 被 社會 制度
排除 掉 ？ 甚至 成 為抗爭 者 的 更 大 保護傘 ， 讓我們 可以 有 力地 持 續結聚 ？
遠方 被 壓逼 、 被 忽略 的 群體 ， 在 底層 和 社會 邊緣 持 續抗爭 ， 他們 的 經驗 和 實驗 或者 能 夠成 為我們 的 思考 資源 。 過去 電影節 亦 有 不少 向 不同 能力 群體 的 朋友 學習 的 影
片 ， 例如 第五 屆的八東 病房 、 第十四屆 的 何處 有 希望 ？ 「 合法 被殺 」 的 黑色 幽默 、 第十五 屆的 g調子 —— 屋簷 下 的 合奏 等 ， 都 讓我們 學習 用 一種撼動 健全 主義 社會
去 批判 社會 ， 學習 他們 如何 走 在 一起 。 今屆 亦 有 不同 能力 人士 的 影片 呈現 ， 或 許當這 社會 能 更 照顧 不同 才 性 的 人 的 參與 ， 邊緣 群 體相 對沒 那 麼邊緣 ， 底層 或 被 壓迫
人們 也 能 更 有 力量 連結 且壯 大 一些 ?
當然 ， 這些 各方 被 忽略 被 壓迫 的 群體 ， 在 底層 和 社會 邊緣 的 持 續抗 爭從來 毫不 輕易 。 有的 以 血腥 鎮壓 及 大 搜捕 告終 ， 有的 在 外國 不 間斷軍 事 介入 下 持 續混亂 ， 有的
暫時與 政府 妥協 ， 有的 贏得選 舉然後 背叛 ， 有的 純粹 無疾而終 ， 也 有的 成功 奪權 。 成功 ？ 失敗 ？ 不對 ， 這樣 描述 連 「 簡化 」 都說 不 上 ， 無法讓 人 知道 一場席捲 社會
的 反抗 運動揚 起 了 多少 沙塵 ， 有 多少 迴響 。 最近 法國 的黃 背心 朋友 拿 一張反 送 中前 線布 陣圖 解 跟 我說 ， 他們 正在 檢討 為何會 打 不過 警察 ， 看到 香港 有 這樣 的 教學 ，
覺得很 了 不 起 。 我說 ， 其實 我 們從 未 打 贏過 警察 ， 只能 盡力 減少 戰友 被捕 、 受傷 。 他 就說 ， 那 不 就 是 成功嗎 ？
電影節 帶來 的 不僅 是 鬥志 昂 揚大獲 全勝 的 故事 ， 生活 在 完全 不同 的 時空進行 各 種各樣 的 抗爭 ， 遠方 朋友 的 經驗 ， 往往 無法與 我 們面對 的 困境 一一 對應 ， 但 總能 帶來
激勵 、 靈感 、 反省 和 療傷 。 沒有什麼 能 直接 套用 的 成功 抗爭 典範 ， 也 沒有什麼 抗爭 是 一勞永 逸 的 勝利 或者 萬劫不復 的 失敗 。 任何 抗爭 ， 都 是 一個更 長遠 、 迂迴 又 直
接 的 累積—— 我們 希望 熒幕 前 的 你 也 如是 對待電影節 帶來 的 其他 地方 的 抗爭 故事 ， 那些 直接 間接 的 感受 化成 種子 落 在 心上 。
感謝 各路 行動 者 給予電 影節 重新 詮釋堅 持 這些 口味 的 原因 。 香港 社會運動電 影節 ， 今年 17 歲 ， 累積 了 不少 影片 以及 背後 的 思考 資源 ， 我們 仍 在 接地 氣當 中 。 今年
九月 院校 學生 籌備 罷課 ， 多間大學欲 以 2017年 社運電 影節 一 部 有 關克羅 地 亞學 生 佔領 運動 的 選片 切入 當下 罷課 的 討論 。

The social movement film festival has entered the 17 th anniversary ,
encountering an unprecedented uprising in Hong Kong.
In the last two decades , from the “ square movement ” including the
occupy wall street and umbrella movement , to the recent “ anonymous
movement ” such as the yellow vests movement and anti-extradition
movement , waves of popular uprisings have sprung up all over the world.
The actions which can or cannot be perceived have become reality
including workers’ strike ( the 11 th smff ) , students’ strike ( the 15 th
smff ) , setting up road blockage ( the 3th smff ) , factory occupation ( the
12 th smff ) , occupy supermarket ( the 15 th smff ) and guerilla action ( the
14th smff ) .
In the past few months , hong kong people spend some efforts in seeking
support from foreign political leaders , while support from global
people never ends. For example , the 40 th yellow vests movement in
France set their action film as “ Support Hong Kong , Hold up the
umbrellas ” （ ACTE 40 Soutien à la démocratie à Hongkong
#SortezLesParapluies）. Support from protestors around the world makes
us encouraging for a moment , but does the so-called “ cross the
boundary ” only limited to this aspect ? We would like to remind , one of
the quotes from our labour movement comrade in the Phillippines : “ in
the spirit of solidarity , to adopt the demands of the protesters of
Hong Kong as our own" The activists from a country which activists are
frequently killed by the police , still come up and support Hong Kong , a
city which exploit Philippine migrant workers severely , to resist
government oppression , how could we comprehend such level of “ not to
distance from comrades ” ?
Distance and nation were not the only separated man kind , various
reasons such as ability , skin colour , body , race , gender and with
more. Yet the difference were not as obvious as it seems during this
anti extradition law amendment our difference seems getting blur.
On one hand , senior citizens , housewives/caretakers , the blind , the
deaf , the ethnic minorities.Those were not being identified as
“ protestors ” nor even “ hongkongers ” , in the past , each crossover their
obstacles and participated in the movement and the protest site ,
seeking their specific roles in protest.
On the other hand , some crusaders exiled overseas , facing the same
situation as an asylum or migrant workers : unfamiliar society , the road
in front is indefinite , limited in many aspects because of one’s
identity , even just to find an ordinary job to sustain a living becomes
extremely difficult. Some comrades suffered from police brutality or
violence threatening by triads , lost their physical sight or exercise
ability , or even psychologically wounded , the body is no longer the
original one , and suddenly becomes a “ disabled ” , while our society has
always been keep on creating living obstacles to “ the disabled”.
We/they could no longer be split.
Some comrades being lost their job because of political views , lost
their earnings of living in a sudden. Some comrades lost the academics
lost their once familiar living mode , facing or already been sentenced ,
their future has been altered permanently.
To support those suffering comrades , apart from recruiting donation ,
forwarding their saddening news on the internet , what else can we do ?
How does the social structure has to be changed , so that there could be
a safety net for our suffering comrades , or ourselves who may possibly
fall into the same situation ? If we say “ not to distance from comrades
even a nuclear explosion ” , when the world and the destiny distance
them away , how could we re-sew our linkage , not to let them being expel
from the social structure ? Or even , to make a bigger umbrella for all
protestors , that we could unite with more strength ?
Groups of people being neglected and oppressed far far away , have been
struggling at the bottom and along the margins of society. Their
experience and experiment(s) , might be able to become our source of
inspiration. In the past we screened many films about groups of people
having different abilities – from whom we have been able to learn from.
for instance , 8/F East wing , Jen-Ai Hospital in 5th smff , Where is
hope ? the art of murder in 14 th smff , and The key of g in 15 th smff.
All these have inspired us to learn to criticize , by questioning and
crumbling ableism very much internalized in society ; and to learn from
people with different abilities – how to stand with one another , and be
connected together. This year , films about people with different
abilities are to be screened. Perhaps when the participation of people
with different abilities and personalities could be taken more care of ;
when marginalized groups become less marginalized , the power of people
at the bottom or of those being oppressed , may be able to connect and
become stronger.
For sure , the ongoing struggles of these people neglected and oppressed
in every sense , have never been easy. Some struggles ended up in bloody
suppression and massive arrest ; some remained chaos under constant
international military intervention ; some were settled by compromise
with the government temporarily ; some won the election and betrayed the
people ; some just ended imperceptibly ; and some did succeed to regain
the power. Were those struggles a success or failure ? No , it is not
even ‘ simplifying ’ to use these words to describe all these situations ,
that these words are unable to let people understand how much dust and
echo have been sprung up , brought by the struggles and movements
sweeping over the society. Recently a French yellow vest friend of mine
has talked to me with a diagram of ‘ strategic distribution of frontline
protestors in the movement of anti-extradition law ’ , saying that they
have been evaluating why they were no match for the police. My friend
said it was amazing to see this kind of information shared around. I
said , in fact we have never been able to beat the police , all we could
do was to minimize the number of comrades being arrested and getting
hurt. He then said , isn’t this successful ?
What smff brings is not limited to successful stories with spirit and
motivation , we all live in entirely different time and space ,
participating in all sorts of struggles. Experience of our friends from
afar , may not be able to correspond to every bit of the hardship we are
facing , still it brings motivations , inspirations , reflections and
healing chances. There is neither direct example of a successful
struggling model that can be copied , nor a definite conclusion of a
struggle – be it a total victory or a complete failure. Any struggle is
a long-term , winding and direct integration – we hope you will think
alike in front of the screen , when watching stories of struggle of
other places brought by smff , and let your direct and indirect
impressions and feelings become seeds which stay in your heart.
We are grateful to activists from all aspects , for giving smff reasons
to re-interpret why we insist on our taste in organizing smff. The hong
kong social movement film festival is 17 years old , with loads of films
and the resources accumulated behind , we are still learning in every
scene and moment. This year in September , students are preparing for a
strike. Many tertiary institutions are screening the film smff had
screened in 2017 , about the movement of Croatian students occupying
their school campus , to start up discussions of the current situation
with students. If any one is interested in watching films we screened
