And senior sources said that "bomb-proof" legislation has been drafted to give the Prime Minister the power to trigger the departure process if a legal challenge demanding parliamentary approval is upheld by the Supreme Court next month. A bill just three lines long designed to stop rebel amendments is ready to be rushed through the Commons and Lords in the event of the Government losing the appeal, sources added. Rubbishing the latest warnings of delays, a Government spokesman said: "We are getting on with the job of delivering Brexit and making a success of it." A furious row erupted yesterday when a memo prepared for the Cabinet Office by the accountancy firm Deloitte warning of a possible delay to the EU withdrawal process emerged. High Court EU flag GETTY A new 'bomb-proof' legislation is said to give May the power to trigger Article 50 without vote The document, entitled Brexit Update and dated November 7, claimed civil servants were working on more than 500 Brexit-related projects "which were beyond the capacity of government to execute quickly". This unsolicited document has nothing to do with the Government at all Government spokesperson Ministers many need another "six months" to decide on their priorities for Brexit, the memo said. It also suggested that up to 30,000 extra civil servants could be needed to cope with the increased workload. But Downing Street delivered a stinging rebuke to Deloitte, dismissing the report as the work of one consultant at the firm and insisting it was never commissioned by ministers. The Government spokesman said: "This unsolicited document has nothing to do with the Government at all. It was produced by an individual from an external accountancy firm. It has no authority and we don't recognise any of the claims it makes." Mrs May's official spokeswoman said the Prime Minister had never seen the memo. "This individual has never been in Number 10 or engaged with officials in Number 10 since the Prime Minister took office," said the spokeswoman. "It is really for Deloitte to answer what it is about. Certainly it has not been commissioned by Government; it's nothing to do with us. It hasn't been distributed widely across Government. It does seem as though this is a firm touting for business. Tory MPs last night warned that the memo was another example of a series of attempts to delay the Brexit process. Senior backbencher Peter Bone said: "The establishment is fighting a rear-guard campaign to stop us exiting the EU. "They are using every tactic they can to try to spread confusion and delay in the hope that some event in the future will prevent Brexit going ahead. This memo is just one more example of that." He added: "The Remainers fought tooth and nail during the referendum campaign to try to keep us in the EU with no regard for whether their propaganda was truthful or not. "There are disgruntled remainers who are doing their utmost to try to thwart the will of the voters." A Deloitte spokesman said: “This was a note intended primarily for internal audiences. "It was not commissioned by the Cabinet Office nor any other government department, and represents a view of the task facing Whitehall. Insiders said a draft bill just three lines long had been drawn up to ensure that Mrs May can meet her timetable of activating the exit clause by the end of next March. Sources said the legislation was being tightly drafted to ensure anti-Brexit MPs could not add their own amendments in an attempt to delay the process. One report described the draft bill as "bomb proof". "'We disagree with the judgement of the High Court, and as we have made clear, we will set out how we will respond if we are not successful in the Supreme Court at that point, depending on the detail of any such ruling. "We are determined to respect the result of the referendum result and the Prime Minister intends to trigger Article 50 before the end of next March."
