To put one color border around an image, or text, you need to use a
table code.

many times you need to, and closing table tags to match. Meaning,
if you use two

to have a double border, you would have to use two closing tags as
well.
Example for two borders:

Play around with the border= number to get the size you wish. The
higher the number, the wider your frame.
